SPARK IR is an UNDP implemented project which provides Kosovo wide small scale assistance to the spontaneous or individual returns of minority displaced persons who have chosen to return to Kosovo either to their place of origin or if beneficiary deems this is not possible to an alternate plot of land owned by the beneficiary before 01 January 2006 .

Since 2005, SPARK IR is funded mainly by Kosovo Consolidated Budget (KCB). SPARK IR offers three service lines to beneficiaries who qualify for assistance. This includes Housing Assistance, Socio-Economic assistance and Community Development.

DT has been contracted to provide first service line – Housing Assistance. Within the agreement with UNDP, DT will provide assistance up to 80 returned minority families within 10 months.
