The United Nations Development Programme (UNDP) has engaged Developing Together (DT) to perform services in respect of the overall management, coordination as well as institutional arrangements required for a successful implementation of project activities related with the infrastructure assistance of the SPARK Organized Returns (OR) Facility.

Main purpose of the sub-project  ‘Infrastructure Support for Minority Stabilization in Shtime/Štimlje municipality’, was to support stabilisation and reintegration of minority families already living in Shtime/Štimlje as well as supporting the vulnerable receiving community and furthering the potential return of additional Ashkalia IDP families to the district ‘Ismail Gorani’ in Shtime/Štimlje municipality.

Implemented sub-project has achieved necessary rehabilitation of the existing electrical network with individual connections to housing units, alongside installation of a street lighting network which has enhanced security of each individual in the area.

The project has directly improved the living conditions for 20 minority Ashkalia families (approximately 120 individuals) and 46 K-Albanian receiving community families (approximately 250 individuals) whilst promoting potential further minority return of an additional 4 families currently in displacement.

The present project has been implemented in close cooperation with the municipality of Shtime/Štimlje, KEK, the returnee and receiving communities, the Ministry for Communities and Returns and UNDP.

On 22 March 2007 , Developing Together (DT) entered into the agreement with UNDP for implementation of the Multi Sectoral Assistance for Sustainable Return and Reintegration of Ashkalia and Serb Families in Lipjan/Lipljane region.

This project is estimated to last 9 months ans is the result of a joint initiative between Municipality of Lipjan/Lipljane and local NGO DT who have a long history of co-operation with this Municipality.

The overall objective of the presented returns project is to implement a sustainable multi-sectoral returns project including housing rehabilitation, economic assistance, health and community development activities as part of support to the re-integration of Ashkalia and Serb returnees into 5 villages in Lipjan/Lipljane municipality. This SPARK sub-project has been approved by the Central Review Mechanism and ensures that all necessary components guarantying the sustainability of returnees are enshrined in the project

The project will directly contribute to the local achievement of a number of the Millennium Development Goals including MDG 1: Eradicate extreme poverty and hunger; MDG 2 Achieve universal primary education; MDG 3: Promote gender equality and empower women and MDG 4: Combat HIV/AIDS through educational trainings.

This project is funded by Kosovo Consolidated Budget.
